Overview

The traveling Transition Compliance Analyst (“TCA”) will be responsible for assisting the DNPSA with all compliance activities within the transition team portfolio. This work requires expert level knowledge of the applicable housing programs and a very high degree of attention to detail. The TCA will maintain open communication with the members of the Transition Team, site staff and other Pennrose staff to ensure that the compliance responsibilities and requirements of each applicable program are met.


The TCA will report to the Director of New Property Services and Subsidy Administration and/or the Vice President of Transition Management.

Responsibilities

  • Develop and maintain relationship with Pennrose partners.
  • Update and monitor Yardi data entry to ensure accuracy & consistency to Pennrose policies & procedures.
  • Handle compliance reporting for any sites specifically under her compliance responsibility for lenders, partners, etc.
  • Update the DPNSA related to the review of move in files ensuring completion within 24 hours of receipt, and return the files with complete, accurate, and consistent direction to field staff.
  • Work with Developer, VPTM, RTM and DPNSA to monitor all rents to ensure maximum rents are received for all sites across the lease-up portfolio. As the leader of the leasing calls, the TCA will work with the TM team to evaluate maximum rents, payment standards versus rents offered on HCVP. It is expected that this is a consistent discussion before and throughout the lease up.
  • Responsible to ensure that first year files are ready to send to investor/auditor and Pennrose third-party auditor for sites assigned and that corrections are minimal or none on the first round.
  • Ability to travel and assist the DPNSA in completing on site file audits for lease up properties when an audit is necessary.
  • Review rent rolls monthly identifying and corrections any non-compliance issues
  • Provide compliance support to the Development and Transition Team.
  • Ability to travel consistently to lease up properties for onsite support (no less than 3 weeks per month).
  • Support the transition and training into the transition to the RACH suite.
  • Leading weekly leasing and file review calls.
  • Complete other tasks as assigned by the VPTM or DPNSA.

Qualifications

  • Expert level knowledge LIHTC and of HUD programs including but not limited to: Public Housing, Section 8, HOME, and other rental assistance or rental income housing programs.
  • Minimum of 3 years of experience in compliance / property management or a closely aligned field
  • Proficiency in use of computers including the following software: Yardi, Microsoft Outlook, Word and Excel.
  • Ability to communicate both in writing and verbally in an effective manner.
  • Ability to organize, prioritize, and multi-task.
  • Ability to pay attention to detail and adhere to strict deadlines.
  • Requires strong understanding of basic math skills.
  • Ability to work varying hours and work until tasks are complete.
  • Requires a valid driver’s license, an insured vehicle, and the ability to travel (between properties, training, etc.)
